The answer is Frédéric Auguste Bartholdi.

The Statue of Liberty was a gift from the people of France to celebrate the friendship between the two nations and the centennial of American independence. Sculptor Frédéric Auguste Bartholdi designed the figure, and engineer Gustave Eiffel, later of Eiffel Tower fame, designed its iron framework.

The statue was shipped to New York in 350 pieces packed in more than 200 crates. Americans raised money for the pedestal, helped by newspaper publisher Joseph Pulitzer, who printed the name of every donor, no matter how small the gift.

President Grover Cleveland dedicated the statue on October 28, 1886. The tablet in her left hand reads July 4, 1776, in Roman numerals.
